Using the Housing First model that emphasizes getting people into housing first and then building the support systems necessary to move individuals to permanent housing, WCREC seeks to improve public safety, reduce recidivism and criminal justice costs, reduce emergency and other medical costs, improve community education about successful re-entry into mainstream society and to promote community prevention and early intervention activities."
